Although during the five years of my government career I have always received a top rating it concerns me that upward adjustments to local market supplements (basically a cost of living adjustment) will not be given to unacceptable performers. Shouldn't all employees be entitiled to a local market supplement with raises and end of the year awards/incentives going to the top performers?
