I am writing to express my concern over NSPS. I have worked for the government for 33 years. It has been my experience that the good old boy system has been in effect the whole duration of my employment with DOD. Now I find that you want to give management even more power over employees. I see first hand the favoritism and bias that exist in our present system due to MER being in management's hip pocket. I have experienced first hand retailiatory behavior because I did not like being cussed and bullied by a male leader. But, at least under the old system I do have some avenue's of relief. There are areas in Title 5 that need to be revised or improved but for the most part it works. If we lived in a perfect world where there was no bias, every manager is fair, and there was no favoritism your proposed NSPS might work. My suggestion is we let Congress be the one to test out NSPS. Oh, I forgot, aren't they the one's who in the middle of the night gave a 33% pay raise to themselves?
