To all concerned, It is apparent to anyone that has delt with the federal government, that the NSPS was written around FLRA and MSPB losses suffered by the government. Throughout the regulations there are limits and and outright elimination of rights that the employee was able to exercise in his/her defense of an unfair charge against the worker. The loss of comprehensive and independent 3rd party review is a step backward in time to sweatshop management styles of the 20's and 30's. Government employees will be dependant upon a supervisory system that encourages cronyism which is also without review. If the Bush/Rumsfield team wishes to go to an all contractor workforce, this is the first step down that road. Retention and recruitment will suffer under paybanding and loss of scheduled pay increases. NSPS has some good provisions but overall, the negative far outweigh the benefits. I say scrap it and rebuild it with TRUE collaberation with the unions.
