Performance Rating Challenges: I do not agree with proposed pay system set up by NSPS. Implementation of the NSPS will take us back to the time when it was more important to have friends in management than it was in taking pride in doing a good job. I order to insure fairness and accuracy, DoD employees should be able to appeal performance rating to an grievance and arbitration process like they can do now. At my current agency, racism, sexism, nepotism and several other negative affecting the work force take place routinely; NSPS system will only heighten that destructive practice.
