I do not agree with the new pay system for GS employees and doing away with step increases. This will also affect do away with COLA increases and cost of living percentages. This is not a fair system where you will be given raises on the whim of your supervisor. Can't they already use the system in place for taking care of inept employees that do not do their job? People will always be on edge about what their wages are and another person doing the same duties. There will definitely be lots of brown nosing to get the best appraisal, instead of actually getting the job done in an efficient manner. People will be moved for no apparent reason, and this will cause confusion as people will not be trained adequately. RIF would be another concern that could take good employees and leave the inefficient in control. Congress certainly did not include themselves in this plan, because they vote for their own raises. They basically make their own rules and ours too. I do not agree with any of these changes, as they are not to our benefit.
