I recently served as an assistant recorder to a Navy reserve staff corps promotion board. The board selected officers for promotion based largely on performance. I found the process to be thorough, fair, balanced, and unbiased. I suggest that DoD consider modeling parts of the NSPS after the Naval officer fitness reporting and promotion program. Civilian DoD employees and military staff corps officers share the critical mission of supporting the warfighter. The performance evaluation system should reflect this shared responsibility. For example, the Career Groups referred to in section 9901.211 appear to resemble the staff corps within the Navy: Medical, Civil Engineering, Judge Advocate General, etc. The promotions and performance payouts described in section 9901.342(a)(2) could be determined by the civilian equivalent of a statutory board composed of senior members of the employee's career group. The Navy selects officers for promotion based on a standard of "best and fully qualified" as reflected in the officer's performance and conduct. DoD might look to the Navy and the other uniformed services in designing a comparable performance-based personnel system for civilian employees.
