Defer NSPS implementation --- at least until the workforce restructuring section is reworked. There is just too much work yet to do on NSPS to rush into all of it in 2005. Fortunately for me, I can leave soon. I've worked in DOD long enough with consistenty high appraisals, am a supervisor, and continue to contribute on a daily basis for less pay and in not as nice an office or as many perks as many of my civilian friends. I traded those off to be closer to directly serving the national defense mission, the stability of government service, the outstanding group I work with. My read on the draft NSPS is: (1) that just about all the reasons I came and continued to contribute here will significantly change for the worse, (2) many professional relationships will be less stable (primarily due to the significantly increased capability for management to fire blocks of employess under NSPS RIF), and (3) not serve national security well for many years to come if ever. I would feel bad about being part of a potentially huge departure resulting from virtually unilateral management imposition of NSPS as written, but will definitely have to move on shortly after NSPS implementation if it starts on July 2005 in it's current form. I am very worried how NSPS will be implemented, and would feel badly for those left behind working under what I sincerely believe is an overall employee-unfriendly, heavy-handed management system, that can gut employees at will.
