I think that NSPS should be implemented just like the FERS system. People were given an option between staying with CSRS or switching to FERS. This grandfather's all civil service employees to current system unless through choice, they wish to switch to the NSPS personnel system. NSPS is a drastic overhaul to the current system. Don't believe that the Congressional guidelines have been followed as they were laid out. The current personnel system is fair and ensure's favoritism not a major factor and is kept at a minimum. If there is such a major problem with non-performers, then that section alone should be changed and not the whole of the personnel system. If I were a young employee, I too would be in favor of NSPS because I would have the most to gain from seniority not being a factor in a RIF. The median age of the workforce is mid 40's. Union representation is being dimished with NSPS.
