Comments:
In general, the proposed plant included too much management philosophy and not enough plan. It does not provide a sufficient level of detail so that it can be adquately assessed so that constructive comments can be provided. The plan does not discuss analyses that have been completed to demonstrate and assure us that these changes will be cost effective and will result in improved responsiveness and flexibility. Provide a discussion of what is good in the current system and how these benefits will be retained.
