Reference the NSPS fact sheet dated 10 February 05, pages 7 and 8. The annual General Schedule pay increase or cost of living raise will be eliminiated. When a minimum rate of a pay band is adjusted upward, employees will receive an equivalent increase. So you are saying that if the rate is not adjusted upward, then you will not receive a cost of living raise for that year. The Federal employee pay scale is already behind the priviate pay scale as it is. So the people that are at the Full Performance Level and at the top of their pay band will not receive a cost of living raise. This is very unfair to the government employees that are are doing a good job, but not at senior expert band yet.
