Comments on the proposed regulation of the National Security Personnel System as presented in the Federal Register Vol. 70 No 29 Monday Feb 14 2005. 1. The purpose of a regulation is to lay the ground rules for the proposed regulation. The current "Regulation" does not provide any ground rules or details of the new sytem. Please provide the details and then resubmit regulation for a proper review. 2. What are the new pay bands and how do they relate to the current GS levels.? The verbage given on page 7558 column 3 paragraph 7 and Table 1 on page 7559 do not provide any guidance. Both the Army Aviation Vol 62 No 124 dated June 27 1997 and the Waterways Experiment Station Vol 63 No 57 dated March 25 1998 regulations provide verbage and a table which describe the paybands. These may be found on pages 34912 and 14586 respectively. 3. The proposed regulation does not present a fomula that describes how salary funding will be linked to performance and how money available for performance pay increases will not exceed the amount of available money. 4. Page 7560 column 2 first line states "... example of a possible rating methodology is provided in Table 2." Is this the proposed regulation if so state that , if not then provde the rating methodology for a proper revirew. 5. Page 7555 column 2 paragraph states " ...Workforce can be easily sized, shaped, and deployed to meet changing mission requirements." What do the the terms sized and deployed mean.? What are the employee's rights about deploying to another area of the country and or world? 6. This regulations as currently written does not provide any specifics about the regulation. Please provide the details and resubmit for a proper review.
