I am the type of employee that the new pay system is attempting to keep and reward but I some concerns: (1) Regarding step increases: The conversion process may have the effect of denying pay for a step increase when an employee may have been due an increase shortly after conversion. This will be an issue because we are convering to the new system in spirals or waves. A reasonable solution would be to prorate the next scheduled step increase. Increase the pay by a portion of the next scheduled step increase, based on the ratio of the amount of time since the last step increase to the total time between the last and next scheduled step increase. 2) Regarding pay bands: I would like like more detail on the pay bands. How many pay bands will there be? What is the pay range of each band? Which pay band will my position be in? Where will the special rate employees fall? These questions are not answered. The new regulations should answer these questions and provide sufficient detail to enable me to determine which pay band I would be in and where in the pay band my salary would fall. After decisions on the pay bands are made I think an addtional comment period should follow (3) Regarding performance: How is unequal and unfair treatment of individual employees than under the NSPS going to be handled. (4) Training: In the area that I work NSPS is scheduled to be deployed in Spiral 1 - in less than six months. Before this takes place I would like to have training on NSPS. Up to this point, my understanding of the new system has been limited to a few internets sites with very little details. (5) Leave: Does the new pay system affect leave?
