Although I am one of the individuals that the new pay system is trying to keep and reward several items need to be clarified. 1) How will you ensure that this system does not become driven by congressional funding and market conditions. I can just hear it now, "You have done a great job this year, but salaries are frozen due to a lack of available funds!" 2) How will you ensure that commands won't shift funds away from labor to support other causes (infrastructure, paying down the debt, etc.) 3) In reading through the material there is a great deal on how to handle a poor performing employee --what about steps to handle a poor performing supervisior? 4) How is the new pay system going to ensure a balanced and fair evaluation of employees by supervisors? 5) What recourse does an employee have if he or she feels an evaluation rating was based on something other than work performance (attendance at church or in a bowling league perhaps)?
