I think it is critical that employees be compensated based on performance. Please make sure that Supervisors have to document that bonuses are based on performance and not popularity. The regs indicate that Supervisors will be accountable but does not specify how they will be audited to ensure that production and performance and not popularity are rewarded. Make sure that some bonuses are based on measurable criteria and that Supervisors must document how they determined which employees met the criteria as compared to other employees in their Division.
