Reference page 7571, fifth paragraph under 11. Representation Rights and Duties, you say that there will be a change in the way unions are given their institutional right to represent a bargaining unit employee, and that this change "strikes an appropriate balance between the union's institutional rights and employee privacy". This statement implies that the union violates employees privacy rights. This is unequivocally untrue, and serves only to frighten and mislead employees about their representatives.
