I think the premise, for changing work rules in DoD is flawed. NSPS does nothing to better the process in place, in fact, NSPS is a nightmare. pay raises and salary were set by congress, and rumsfield is taking over their function, with no gurantee that salaries and bonuses will ever be funded. this new system will destroy moral and teamwork. we will cease to have any checks and balances. it will be rumsfield's way or the highway. he wants to be king, and have yes men working for him, for if they should ever say no, their employment would be terminated. this is no way to run an organization with over several million employees. this new plan takes away workers rights (what little we have) and diminishes the union's role in appeals in decisions. OPM used to be an example for all private companies, and now they are showing the private companies how badly they can treat their employees, and get away with it. supervisors will be able to be biased in promoting their friends or family without any recource. and they will be able to harass and abuse employees with out any recource. basically they will have a liciense to steal and the employees will have no protection if they should need to blow the whistle on wrongdoing. our motto at nnsy is 'any ship, any where, any time'. and we always have volunteers for dangerous missions. with the new plan, employees would be made to go into war zones, no matter what their situations are. these people are civilians, and did not take an oath to defend their country. where are all the reserveist? they took an oath. rumsfield can order them around. and they get paid to be on call. he has absolutely no right to order any civilian to go into a war zone. no right at all. but with this new plan, you could lose your job if you doh't go. this new pay plan has nothing to do with national security. so why is NSPS being crammed down our throats? no study has been done, and no metrics have been collected that will show how bad this new program will be. rumsfield wants NSPS pushed through on the coat tails of 9/11. and they are not related. he does not want a study done or any metrics collected because the conclusions will not support his theories of why the government needs this new proposal. i believe these proposals will in fact hurt the agency's mission because people are going to be mistreated, not paid, rights taken away, promote poor moral, and lose their tenure. how can one man dictate these changes without congress having a chance to voice it's constituents opinions. we the people have a voice, and we say this plan is detremental to our welfare. this is not due process. this must be voted on. congress determines our pay, not rumsfield. do not let him get away with this. please, please, please, get rid of rumsfield and this ego seeking plan. do not let him control us. NSPS can not happen. congress must do something. the president must do something.
