On page 7572, paragraph 13, Duty to Bargain and Consult, the FRN states, "In order to ensure a consistent approach to managing the Department...". The DoD wants to have one bargaining agreement for the entire DoD, for consistency, yet in all other areas of the HR system, they propose systems that are totally incosistent. For example, they proposed to have different occupational series in different pay bands in different organizations. They further propose to pay engineers different salaries in different locales. Why is the labor management section the ONLY section that DoD wants to be consistent across the Department?
