Page 7571 states "Under Chapter 71, a union has the right to information maintained by the agency if the information is necessary and relevant to the union's representational responsiblities. This right is maintained with some modifications." Something cannot be maintained, yet suffer modifications. This is analogous to "concurring with comments" - it cannot be done. Do not say that a right is maintained when you actually mean it is degraded. Practice one of the key principles of NSPS - be clear! be accountable!
