IRT the Cost of Living: In the NSPS Myths and Facts Sheet on this website, it states that the overall amount of money that would have been used for the annual January pay adj, w/i grade increases, qsi's, etc, will be used for civilian pay and those funds will be protected. However, NSPS will distribute those funds based primarily on performance. This is RIDICULOUS. ALL employees will have increased daily living expenses. ALL employees should get a Cost of Living Adj. Disbursing w/i grade and qsi funds based on performance is fine, but Cost of Living should be for all. I wouldn't describe distributing Cost of Living funds based on performance as protecting those funds. It's an outrageous way to get more money for favored employees and makes abuse of the system more prevalent as there's more money available.
