Page 7571 talks to how DoD will hold employee representatives to the same standards of conduct as any other employee, and that DoD will no longer be bound by FLRA's "flagrant misconduct" standard or other test developed through case decisions. First, as a representative, I find this highly inflamatory. I hold and conduct myself to extremely high standards of conduct, and am held to those standards by management and my Union. I hold myself to the same standards of conduct as other employees and management. Secondly, FLRA's decisions are based on case law. NSPS is based on nothing substantive, except the opinion of one individual. To throw out case law because it "is not of the same opinion as the Secretary" is ludicrous.
