Strong concerns about the NSPS providing a fair enviroment to employees in the following area: Subpart C -- Pay and Administration: With Pay Banding and PayPools the Government is not guaranteeing the success of the program. Due to continued threats of budget cuts, performance may not be truly recognized in favor of saving money. SubpartD -- Performance Management: Both Pay Banding & PayPools depend on the supervisor who will rate, assignment projects and sign off on awards. If bias, or favoritism are in the picture there is not much recourse for the employee to appeal or challenge the rating. If the employee does challenge and the challenge is upheld whose to say this may lead to retailiatory behavior. Deployments of Civilians: Most civilians that have 20+ years are NOT mobile. The civil service system that they signed up for did not include the possibility of deployments or reassignments. This is a huge issue for employees that have invested a large portion of their work life and anticipate retirement in a few years.
