Page 7571, middle column, third paragraph "retains the requirement that the parties are to negotiate in good faith and approach negotiations with a sincere resolve to reach a collaborative agreement." This is extremely interesting since DoD is purposefully and blatantly removing the majority of NSPS from negotiations. This does not represent "good faith" and "sincere resolve". DoD has become expert at saying one thing, and reversing it in the next sentence.
