Comments:
On page 7570, DoD excludes numerous categories of employees from coverage under bargaining units, including attorneys. They state, "Supervisors and managers must be assured that communications with attorneys are confidential and unbiased." This is insulting. It implies that members of a bargaining unit cannot maintain confidentiality and cannot remain unbiased. Membership in a bargaining unit has nothing to do with an employee's ethics. This statement is false and misleading, and serves to do nothing but inflame employees. This is union bashing.
