I am concerned about the new NSPS system. Here is a copy of my concern that I sent to the Tinker AFB NSPS office, and the response: Billy; Thank you for your question and this question is a concern for many personnel here at Tinker. According to the Federal Register under Developmental Positions; "employees in developmental positions may receive pay adjustments as they acquire the competencies, skills, and knowledge necessary to advance to the full performance level." This would indicate that as personnel progress and perform at those levels they would paid accordingly. However, the implementing regulations, which will spell out the specifics are not out yet. I am currently on a 7 target 11 (7-9-11) program, and should have my 9 next pay check. Under this new pay-banding system, will I get the equivalent of GS-11 next year (when my 11 is due) after the pay bands are in place? Obviously, there is a significant variance between the salary of a 9 and 11 and I am worried that the NSPS system may not provide me with my "Target" GS-11 step 1 salary about a year from now. Myself, and allot of Jump-Starts, Palace Acquires, Outstanding Scholars (and others) are concerned that our "Target" Salary levels will not be met when the pay banding system is in place. How will these "Target" salary levels be affected by this new NSPS system, and can I expect to be making the equivalent of a GS-11 step 1 next year under the new system?
