Page 7585 Effective Safeguards to ensure that the management of the system is fair and equitable and based on employee performance. The fact that pay-for performance (PfP) is planned means that employees will be asked to perform on assignments that they may not be qualified for and if results are less than expected. And with personal preferences and favoritism that will not no doubt be present disciplinary action will soon follow. Now with this absurd policy about to go in to effect, who will perform the work if everyone quits or is removed? With PfP the outstanding employees will get the lions hare of the reduced funds available. That sounds good to the over achieving public. That is the scam. When these employees buy-in to this scam and are very, very disappointed does the DoD think they are going to throw their hands up and accept it? Probably not! They will no doubt look for employment elsewhere. And when you consider the DoD’s view of employees. The will have the attitude of “don’t let the door hit you” This is really a good way of creating buy-in. I recently asked several general foremen, at one sitting, if it is acceptable to tell a subordinate that if they can’t get it done then someone else will. The response was shocking! They all said yes. I asked them if their supervisor told them that how would they feel. No response. I told them that if that is what my supervisor thought of me then I would be very distracted because threats like that make feel insecure and also make me feel that I am doing something improper. This type of attitude creates problems this is exactly what is going to happen in the DoD. I find it hard to believe that the Secretary is not aware of this and that this is truly the plan. That being the disassembly of the DoD so than contractors can be awarded the work regardless of the cost increase to the taxpayers and the corruption and collusion that will occur. This is the case because the ultimate goal is to do the work as cheaply as possible get paid and get out. Federal workers are dedicated and their first goal is to serve. Not to obtain the most profit at any cost or false or devious delivery of services and goods. Another question I asked was “are they lucky to have a job or is the job lucky to have them. Their answer again was shocking! They all said they were lucky to have a job and that I should be glad I have one as well. I told them “the job was lucky to have me”. This, of course was met with disdain. I am a very talented and dedicated individual. I am certain that if I was replaced the output would certainly be reduced. I am not going to be intimidated by PfP and all the subjective and unrelated judgments that are to come. I also asked that same general foreman if that there current job was all they knew how to do because if it was then they are lucky to have a job. I am utterly disgusted that I do not have time to say more because these proposals are absurd. I work so hard that I am exhausted. I also give several hours a day to the cause (our job) and feel totally abandoned by management as a result of this proposal and regret that I can not express all of my feelings about this because of the short comment period and the obvious effort to limit criticism. These is a despicable attempt to destroy unions and devalue workers can only end in disaster SHAME! SHAME! SHAME!
