Reading the proposed regulations, it seems that one of the unintended effects will be to pitch the employees against one another in competition for their share from a pool of bonus or incentive money. This will inevitably result in the elimination of teamwork. It seems to me that this concept has been borrowed from the private sector, where large corporations use this system of rewards to obtain high performance from their employees. These same companies then realize that this system has the unpleasant side effect of destroying teamwork. So they then spend millions of dollars sponsoring off-site conferences, teambuilding activities and paying consultants to conduct teamwork training. I would suggest that the proponents of this system review it to introduce measures that will ensure that the unpleasant side effect of destroying teamwork does not take place. Research consistently finds that it is teamwork that leads to the success of projects, rather than the outstanding performance of one or two individuals.
