Section 9901.101, General comments: While I completely agree with pay based on successful job performance, I feel the proposed NSPS rules appear to be even more subjective than the system currently in place, and have the potential of resulting in greater favoritism than currently exists. How is a supervisor supposed to quantify, let alone understand, how each of his employees helps his organization meet their goals? Section 9901.332 & EO 12866: The fact that the NSPS calls for the elimination of within grade increases and cost of living increases is another concern, since these policies guarantee an employee a decent living wage even if they are working for someone who doesn’t appreciate their efforts and rates them as having little or no effect on the successful attainment of organizational goals. I am also dismayed at the overall lack of respect for employee protections that is pervasive throughout the proposed rules.
