Dear Sirs: I respectfully request that you re-think the proposed regulations. In my opinion, it is going to foster discontent within the ranks. Additionally, it will promote the 'good old boy' network that has somewhat subsided within the government. As an employee who works out of her job description and who works in a very toxic environment, I would be put at the mercy of people who would delight in downgrading an employee regardless of their job performance. I feel I earn my performance appraisals and step increases by the hard work that I do, and to possibly have that taken away is an appalling thought indeed. To implement this action is going to take away the tenets that are fostered by our government. Why should we not be allowed appeals for adverse actions? Are these same regulations going to apply to you? Are you just going to arbitrarily take away step increases for us and not for yourselves? Is it going to be a situation like it is in Congress; that being we may get a 2.3 percent cost of living raise and congress gets a 15 percent cost of living raise? Is it going to be a case of 'what's good for the goose is good for the gander' or just the opposite? Personally, I think this smacks of something that is fairly illegal. In closing, if this is implemented, how is it going to be much different than Nazism?
