Dear Sir, I am a career civilian employee of the Department of Defense and I have a serious problems with the "National Security Personnel System" as proposed in the February 14 Federal register. The proposed rules contain the potential for a serious conflict of interest. Supervisors and their employees are in the same pay pool. This means supervisors are literally competing against their own subordinates, that they rate, for pay increases. Their are other concerns regarding "freezing" of wages, and on and on. DO NOT LET THIS HAPPEN TO HARDWORKING, LOYAL, DEPENDABLE GOVERNMENT EMPLOYEES.
