I believe the proposed NSPS will undermine the Civil Service and hurt the mission of the DOD employees. Subpart F Worforce Shaping - 9901.6012 to 9901.611:DOD should not change the current layoff/RIF rules which give balanced credit to performance and the employees valuable years of committed service. I have 24 years in and that should count for something. Subpart C Pay, Sections 9901.301 to 9901.373: As far as raises; what if you get a boss that is simple awful. I have had a couple like that and would hate to think they would have that kind of power. I'm not a butt kisser but I work hard...some of these people require a lot of kissing up, so I guess I would be out of luck. In all, I really hate this new proposed system.
