I won't waste time citing specific sections. On the matter of "trust" that a fair and impartial system is your goal, as a field level employee I have no reason to "trust" DoD, OPM, OMP, District or Division level management. The fact that the NSPS system will absolutely destroy morale and what little credibility DoD has with employees, especially those people who actually do the work, appears to be of little concern. Still you banter about the word "trust". DoD has always assumed that trust and respect should atomatically be granted based on rank or level within the food chain. The problem with the civilian side of the house is much more basic. At least within this district Managers are now, and have been, selected by using criteria that is not based on ability or leadership potential. Obscure criteria equates to mediocrity in management. The NSPS system seeks to grant incredible power to mediocre managers (it appears that mediocre is the top of the line) that have proven themselves untrustworthy and inept. Managers have not been held accountable for their excess abuse of authority in the 25 years I have been with the agency and I have no reason to assume that this fiasco will ever change. I am a Park Ranger, I work directly with the public in a face to face world, I have made a difference in real peoples lives, I have been on the front line in rescues and "unfortunately" recoveries of loved ones, I've laughed with real people and on occasion also cried with them, I have made a difference in the value of public owned lands and waters for generations to come. Quite often these duties are performed in spite of agency mediocrity. I concentrate on service to the people of the United States. This has given me the tools I've desperately needed to deal with your "so called" managers. NSPS seeks to serve only management with little or no protection for the working people of DoD. I'm very familiar with the "manager backing manager backing manager" practices of the government without regard to fairness, equality, morale, or individual good. With 25 years of service I have experience and agency insight that tells me never to trust "you people". I will continue to serve the people of the United States until I retire, however, with this administration and DoD striving to "cut our throats yet again" I'm certain "you people" will make it as difficult as possible.
