Problems with proposed new government employee pay system! 1. A: TIME; You have lawyers, and contract experts to write up this new governing set of rules, they have years to perform this task and that is there employment function for said years. Then you give it to us simple folk to read, digest, and reply to without the benefit of even one lawyer or contract expert, (our full time job is taking most of our free time which is the only time we have to spend on this function), and you ask us to respond in aprox. 30 days. This is unfair! B: INCOMPLETE; This whole proposal is replete with (to be decided later) issues. You offer us a chance to comment on the proposed rules, but it seams that even you, the authors of these new rules, don’t know what the rules or ramifications are. Whole thing seams rushed and ill-conceived, except for the multitude of new regulations on how to punish, take away, or otherwise control bad behavior. C: GRANDFATHER; Proposed rules change the conditions of pay policy, duty location, and maybe retirement policy that were in place when most of us hired in. many of us would have not taken the job, or would have looked for employment elsewhere instead of investing our time into an outfit that changes there employee policy in the middle of our time of employment, rather than to grandfather us under current policy. This is unfair, and not in correlation with private industry standards. 2. A: ATTORNEY FEES; You claim that to expect the department to pay for things, (attorney fees, exc.) the department had no prior knowledge of is unfair? I wish I could get away with that in my private life. You folks write this long complicated conglomerated contract/law/regulation. Give it to people whom will have to live with it, give them not enough time and no legal council to examine the documents, and then if they don’t reply on your mandated time schedule, you tell us that we must have agreed to it. Sounds pretty low and dirty to me, and you claim to be my government? Give me a brake!
