PAY/COMPENSATION It is my opinion that the NSPS system will give government supervisors near dictator power over pay and compensation for the employees they supervise. I am not convinced at all that merit based pay and compensation will be maintained. The government managers are human beings and like all human beings they have bias. NSPS will unjustly allow government managers to punish employees they don't like for any reason other than merit and reward employees they find favor with for reasons other than merit. ADVERSE ACTIONS IT is my opinion and deep concern that NSPS will more easily allow government managers to punish at will any employee they dislike for reasons other than merit. The new provision that managements proposed adverse action be wholly unjustified for MSPB involvement is especially troubling. This will allow government managers to levy any trivial trumped up charge against an employee to get more serious adverse actions to stick without MSPB review. NSPS severely limits the independent review of adverse management actions makes the government manager a defacto cop, judge and jury. NSPS destroys collective barining position of government employees. Collective bargining is the hall mark of good employee management relations. Finally, the major deficiency of NSPS is that it fails to recognize the destinct differences between uniformed armed forces personnel and civilian employees that work for DoD. This deficiency severly limits DoD civilian employee rights and will ultimately lead to the departure of highly qualified cvilian employees. In the end DoD's mission will suffer.
