I am writing to express my concerns over the new National Security Personnel System (NSPS). I have worked as a civilian for 25 years. Most employees are dedicated and hardworking. I am very upset over NSPS. This new system does not allow years of service to be taken into consideration. It will create and foster an environment of increased hostility. My pay raises and performance will be left up to the personal judgment of supervisors. This situation will bring out the worst in people. Those that ‘fully support’ management and do not question what they are told to do will be the ones that receive the best ratings and highest salaries. Do we really want a DoD full of ‘yes people’? I will have nowhere impartial to go with my grievances over any of these issues. I remember the years of the sustained superior performance (SSP) awards, there was never enough money and supervisors were given the number of these SSPs they could award. What makes this new system any different? I feel the whole issue is one of disrespect for those people who have dedicated most of their adult life to public service.
