A pay for performance system only works when the job has quantifiable performance objectives, e.g. filing 100 records per hour or producing 5000 widgets per day. Many jobs in the Department of Defense do not have quantifiable objectives, therefore success is subjective and based on a supervisor's opinion. Unless all supervisors are impartial, their opinion will always be influenced by their biases - dislike of employee, rewarding of friends, lust for power. This system is already in place in regard to awarding of bonuses. The current pay system was created to do away with the buddy system. This new system will bring it back.
