Subparts A, C, D, E, F,G, H ,I & I made general comments. My final comment is to urge and beg the Secretary not to discontinue annual pay raises for DoD employees. To do this or even recommend this seems cold hearted and callous after DoD pentagon employees took a direct hit on 9/11. "Adding insult to injury" would understate the effect of cutting out DoD employees' annual pay raises. Most employees returned to work immediately despite the trauma, security threats, and uncertainty about future attacks like the scare just days ago at the mail facility. Traditionally, government employees' pay had lagged behind private industry as much as 25-30%, hopely DoD employees pay will be adjusted upward because of the price they paid on 9/11 and threats they still face. They are first line shields for the rest of the country and Secretary Rumsfeld too because of the nature of their work and they are often in harms way, especially our military and civilians in war zones like Iraq. The cost of living in the metropolitan area is such that many employees can not afford to own and maintain a home, provide a college education for their children or have the things they deserve as watchkeepers, protectors and providers in support of our national security. The annual pay raise is a small price to pay for the employees involved in defense and national security jobs. Again, I urge the Secretary to continue annual pay raises for DoD employees - we owe DoD employees, especially since 9/ll and neither history or the proposed NSPS can change that!!!!!
