Comments:
The language in this proposed regulation is very complicated and hard to understand. I have discussed it with several co-workers and they feel the same way. One of my main concerns is so much of our future pay raises, etc are totally dependent on your supervisor. My supervisors change every 3 years with military moves and I would have to start all over again PROVING my capabilities. Plus, if you are working under a supervisor and have some personality conflicts it can come to the point that they will always find reasons to not give you any raise. And if you want to argue that's not possible, try working for the Lt Col I have over the last 3 years who is such a mircomanager that they HAVE to find something wrong with the end result of any project even if you have written instructions spelling out every step and requirement for the project!
