I do not agree with the new NSPS, because I have a supervisor who I know will jerk people around when it is time for their annual review and annual raise. There is a lot of favoritism in this office. If the system could implemented without human emotions it would probably work. This system is not an improvement it only further degrades loyal civil service employees and limits recourse for unfair practices. This system will create situations in which workers are in conflict with on another and afraid to speak out on harassment, violations of the law and workplace safety situations.
