I believe that the new NSPS will undermine many of the basic principles of Civil Service and will not benefit the missions of the DoD. Subpart C Pay, Sections 9901.301 to 9901.373. The new pay band system will create ceilings that employees will not be allowed to progress in their careers. The simplification of the occupational categories of the current GS system will group non compatible groups into broad non related categories. Some technical groups are really professional groups and should be treated as such. To base promotions on items as key appraisal factors will only mean that employees will max out their pay bands. An employee that has maxed out a pay band will soon become discontented and leave civil service.
