Sheppard AFB: I have several concerns: Funding Caps at a certain percentage, what if everyone in an organization is over achieving, how do you fund it!? The rating is too subjective. My current supervisor and I, in my opinion, have a good work relationship. What if there is difficulty do to not understanding a position correctly or some other factor. What if you interpret things differently? Then in your section is the supervisors fishing buddy. How will this be mitigated? There are not enough checks and balances in the system and if the right amount is implemented, the additional workload will pull someone from their main duty, thus leaving them vulnerable. How will "professional" careers be handled? You cannot just move people within an organization as freely as the directive suggests!?
