SS9901.211-212,9901.221-222 Pay Bands SS9901.231 and 9901.373 - Conversion Subpart C - Pay and Pay Administration S9901.313 SS9901.341-342 and S9901.344 Performance Payouts and Other performance payouts S9901.914 16 March 2005 To Whom It May Concern: The following are my concerns on the Proposed NSPS Regulations, Docket # NSPS 2005-001, RIN – 3206-AK76 or 0790-AH82: Pay Bands – How can we comment on a new pay and classification system when the new one has not even been presented to us? The employees (NAF) already work under pay bands do not like them. I am concerned that our pay will be cut and we as employees will be unable to pay our bills. I am also concerned that a select few who are in positions to be seen daily will receive the better pay and bonus while those of us who are worker bees will be overlooked because we are not “rubbing elbows” with the boss. I can see that this will become a “dog eat dog” mentality creating low moral for the work force at time when most are already filling in the gap for those who are deployed fighting the war. Many of us work right along side our military counter parts whether it is in offices, shops or flight lines taking up the slack when they are deployed. We should all be treated fairly but if you just happen to have a supervisor with favorites (not necessarily the best workers) who receive the most pay, etc. other workers will not be treated fairly. We have all had those types of supervisors and believe us they exist. Conversion – I am concerned that some folks at the time of conversion will be reduced in their rate of pay. What specific safe-guards are in place to make sure this does not happen? Will the reduction in pay occur after 2008? Pay and Pay Administration – I cannot understand the “reasonable person” thought process that would have DOD on a separate pay system from the rest of federal agencies. There do not appear to be any assurances that an individual employee is not going to be disadvantaged. Performances payouts – and other performance payouts- The regulations provide little detail. Standards of conduct for union representatives – I was really surprised that the regulation weakens the whole idea of “protected activity”. I have been in and participated in many negotiations and I have never observed a union representative out of line but I must say I have witnessed mid-level supervisor’s banging on tables and shouting and shaking their fists! What does the regulation provide to discipline that type of supervisor’s behavior? I see you address unions but what about the supervisor’s behavior? This regulation has too many unknowns to put into effect.
