RIN3206-AK76/0790-AH82-Subpart B-Classification-Many managers are guilty of making job descriptions complex in order to save certain employees from being affected by a RIF. SubpartC-Pay & Pay Administration-I do not know of any business that hires a new employee at higher wages than one who has served faithfully for many years. SubpartD-Performance Management-To allow one manager the right to keep or dismiss an employee creates dictatorial managers. Managers have always had the right not to give out step increases if I do not perform. Subpart E-Staffing & Employment-If you enforce another probationary period for emplyees who have bid on a better job, you will destroy the will of those who wish to do better. I think that one year is long enought for a probationary new employee. Subpart F-Workforce Shaping-I did not come here to work with the idea of being deployed liek the regular army to anywhere in the world. I am a dedicated employee not regular army. Subpart G-Adverse Actions-It has been my experience that most managers are not even aware of what goes on in their area with employees. How could theyjudge who is better? Subpart H-Appeals-If I am unjustly separated during a RIF, I should be allowed to appeal to MSPB. The current system of appeals is quite efficient. Subpart I-Labor/Management Relations- Labor/Management relations are very important in solving local issues that do not often apply elsewhere. Many times unions have requested arbitrators to solve an issue and have been turned down by management, creating a large expense to union to get a settlement on the issues. Unions need the right to bargain, not to consultation. In my opinion, DoD is not following the madated rules of Congress at all in proposing these changes. To allow a person who is not a citizen to work for DoD is unacceptable. This is inviting terrorism into DoD organization. As an employee of the Army, I am dedicated to producing the best possible weapons and protection for our regular Army soldiers, but I am proud to serve in support areas.
