I do see where valuable changes could be achieved by this new system, however, it will depend on the supervisor being fair minded in his or her assesment of an employee's on the job performance, and not being influenced by various negative influences, such as: race, culture, gender, etc...which I have seen impact many dicisions made in our workplace. And once an employee has been reduced to a lower pay band, even though it's later proven, that the supervisor was biased, it would take a while to restore said employee to his or her previous pay band, which would only contribute to dimished morale within the workplace, and lost of confidence in the system,
