Dear Sir: I just want to express my opinion on the NSPS paybanding. I think that it is open for wide spread abuse. The main reason is that our pay will be dependent on our supervisor. If a person is on his or her favorite's list, those are the people who will get the pay raises. You may have all kinds of checks and balances built in, but they will find a way around them.
