Firstly, I wholehearted agree that changes to the systems is needed. But the changes made are extremely drastic. Where is the balance? A vindictive supervisor (yes, they are alive and kicking) can mean death to a career. Working in a organization were nepotism and favoritism is rampant, the new system only validates these practices. This new systems only tells me that hardwork and persistanance means nothing!! The new systems is suppose to been more competetive with the outside agency, but what about individuals already in the system, who work hard and still can't move, because everytime a job opens and you are referred out, you are not chosen and why? Well, because the boss's niece, nephew or cousin is deemed more qualified eventhough, the person has never worked civil service. The NSPS gives all control to supervisors, who have total and complete control over our careers. Is this a more fair and balanced system, I think not!! A main concern I have is why wasn't this information disseminated sooner. If these changes are to be implementated July 05, Why haven't some organizations been notified!!!!
