Subpart F: Workforce Shaping. The RIF process. The proposed rules allow for a person with 1 year experience, or less even, to be retained over a person with 25 years, or more, experience, based on the boss's subjective assessment of the employees' performance. Groovy! So, the boss I had a couple years ago that hired her daughter could RIF me and keep it all in the family. I should mention that the daughter was forced to move to another section 10 feet away from her mother, to maintain appearances. I'm not making this up. The daughter received her GS 12 within 4 years from starting as a GS 07). What in the screaming meemies are you thinking? As if 1 year experience even by a superstar is ever possibly quantifiably superior to 25 years experience. Unbelievable arrogance of youth! Though you may think the older folk move slow, there are good reasons for considered reflection before rash action, especially in the public service where our actions are subject to public ridicule. Many times seasoned employees save their boss's bacon by proposing alternative ideas. You can say goodbye to creativity if your salary and job depends on your boss liking you. These new RIF rules only increase Boss Hogg's ability to play with our lives with impunity. Performance should not be higher in priority to length of service!!!!! At the most, it could be a tie-breaker. Everyone I speak to says that, if they could retire now, they would. That's how much the new system is despised. You have failed at salesmanship. Not surprising, since you only had token employee involvement in the writing of this draft.
