Unfortunately, I only saw this today, so I have not had adequate time to prepare documentation. So, I will just stick with one point. There will be a decrease in employee morale and an increase in hostility towards supervisors and employees with the removal of step increases and so called "pay based on performance" At least with the step increases, every thing was fair across the board. Now you have put this in the supervisors' hands who are only human and no matter how you turn it around, the process will not be fair to all, and there will be many disgruntled employees and more grievances and complaints filed. There will be race issues as well as gender issues. Everyone knows that even to get promoted in many of these government agencies, it is truly not what you know but who you know. There is plenty of evidence if you ask the right people. So, it is ludicrous to think that this will not follow suit in regard to pay raises, promotions, etc. Yes, the system needs an overhaul, but the expectation of supervisors to overhaul it correclty is a sad statement for the "smart" people in government. I mean whatever the rules are for the system should be spelled out ABC step instructions, so that everyone has a chance to achieve,and it should have to be documented extremely well for someone to achieve or not achieve what the next employee gets. When are we really going to start getting "justice for all"?
