General: I believe there proposed NSPS will undermine the Civil Service and hurt the mission of the DOD employee. Subpart c pay, section 9901.373-Dod should continue to receive the same annual pay across -the - board that other GS/FWS workers receive. Subpart D Performance Management -9901.401 to 9901.409: In order to insure fairness and accuracy, DOD employees should be able to appeal any performance rating to an independent grievance and arbitration process like they can do now. Subpart F Workforce shaping- Should not change! Subpart G Adverse Action-9901.701 to 9901.810The current standards approved by the courts to guide such bodies should continue to be used. Subpart I. Labor-Management Relations-9901.901 to 9901.929-Has worked since 1978! There is no compelling reason to take away most of the collective bargaining rights or grievance rights. This is a personal view on the way things work now and how it will hurt some people in the future. I would like to address the new system. It would be fine for the people who are liked by all the bosses but for the ones like me who do their job and finish the others would be a different story. You know I come to work, get here on time, and do my job but when it is appraisal time I get a lousy 56. Then you have the ones that come to work when the urge hits them, talk all day, carry around a coffee cup all day, be everywhere but their area, and do everything but their work and they get a 79 and 3%. Granted I got to hear the words "I know you deserve better and I regret that I didn't give you better. I will give you better next year. I will take care of you." then guess where they are next year, no where to be found. That’s how the cookie crumbles and it is those kind of people who will never see their pay increase if this comes about. Help the people who deserve it.
