This is an overall summary. After reading the proposed legislation, it seems to be all for management. Over the past years in Air Force Civil Service I have seen awards go to the chosen "pets" of management. I was victim of a "reward scheme" where the wife of a good friend of my boss was awarded the highest bonus; when on a TDY she was useless...coming to the meeting (set-up for her) late, not taking part, and leaving the afternoon session to "tour Boston". Upon return my comments were ignored. I see nothing in your proposed legislation to prevent this. Many times I have been denied promotion, only to have the job go to a selecting official's friend (the one without the Masters Degree; never been off the base as opposed to my experience in several MAJCOMs, overseas both in Europe and PACOM; and having held several related AFSCs. Your Proposed Reg solves none of this. Please stop wasting the taxpayer's money just to strangle Civil Service. Many of the "problems" you talk of solving can be solved right now; by a supervisor with a backbone an upper management getting involved instead of passing the buck. As a GS-11, I had more authority and responsibility than many of the GS-13s I associate with now. I appreciate the opportunity to comment, but you seem to have your minds made up, and this is just a white-wash exercise.
