In my opinion the system need to remain as is. The new system (NSPS) will not be a fair system. The lower grade employee's will be the one to get left out gettting a promotion period. Within grade is now the only time some employee's get a step ahead as a increase in pay. With the NSPS system it will create much trouble on the job, morale will definitely be low. If you are not like by your supervisor he can stick it to you or even cause a person his or her job. My final say is what we have now need to continue and the NSPS should be a dead issue.
